PRYOR, Associate Judge:

On June 27, 1978, the District of Columbia Council (the Council) enacted the Traffic Adjudication Act of 1978 (the Act or the TAA).1 The legislation was signed by the Mayor on July 1, 1978, and transmitted to *365Congress for the 30-day review mandated by § l-147(c)(l) of the District of Columbia Self-Government and Governmental Reorganization Act (the Home Rule Act).2 It became effective as D.C. Law 2-104 at the end of that 30-day period.
