Plaintiff Daniel Hicklin Jr.,'worked at the Department of Veteran Affairs for slightly more than a year. After several confrontations with his supervisor — including alleged threats of violence by Hicklin— the Department proposed removing him from federal service. In turn, Hicklin filed a formal complaint with the Equal Employment Opportunity (“EEO”) office alleging discrimination based on his race (African-American) and religion (Christian).
