I. INTRODUCTION

The Court today considers what appears to be a matter of first impression within this circuit. The parties before it have stipulated that Defendant Euclid City School Board (the “Board”) has violated § 2 of the Voting Rights Act, as amended, 42 U.S.C. § 1973 (“Section 2”). It is uncontroverted that minorities in Euclid have been systematically denied the opportunity to elect their preferred candidates to the Board.
