FABE, Justice.

I. INTRODUCTION

Charles R. Ramsey brought suit against the City of Sand Point, alleging that his employment as police chief had been wrongfully terminated. The superior court grant ed summary judgment in favor of the City of Sand Point on all of Ramsey’s claims, including his claims for breach of contract, breach of the implied covenant of good faith and fair dealing, violation of the Open Meetings Act, and violation of his due process rights under the Alaska Constitution.
