MEMORANDUM OPINION

WALTON, District Judge.

This matter comes before the Court on the Federal Defendant’s Motion to Dismiss the Amended Complaint, or, in the Alternative, for Transfer (“Fed. Def.’s Mot.”) and the District of Columbia’s Motion for Judgment on the Pleadings and to Dismiss the Complaint (“D.C. Def.’s Mot.”).
