MEMORANDUM OPINION

WALTON, District Judge.

The plaintiff commenced this action alleging several violations of 42 U.S.C. § 1983 (2000), negligence, and intentional infliction of emotional distress against various federal and District of Columbia agencies and their officers. Amended Complaint (“Amend.Compl.”) ¶¶ 19, 25-28. Currently before the Court is the Federal Defendants’ Motion to Dismiss (“Def.’s Mot.”). 1 For the reasons set forth during the September 29, 2006, status conference, and as further discussed below, the Court will again transfer this case to the Middle District of Pennsylvania.…
