This matter is before the court on defendants' motion for summary judgment (DE 28).2 Also before the court are plaintiff's *572motion to vacate order staying discovery (DE 27) and motion for discovery (DE 43). These motions have been briefed fully. In this posture, the issues raised are ripe for ruling. For the following reasons, defendants' motion is granted and plaintiff's motions are denied.
