HORN, Judge.
Plaintiff, American Line Builders, Inc. (ALB), filed its “Complaint for Additional Compensation,” pursuant to sections 601-613 of Title 41 of the United States Code, 41 U.S.C. §§ 601-613 (1988), alleging that the defendant, the United States, through its agent, the Department of Energy, Western Area Power Administration (WAPA), directed the plaintiff to perform work in addition to that specified in the contract between the plaintiff and WAPA, by amending and delaying the contract work schedules and requirements.
