This is a civil rights action brought by Plaintiff Kerrie W. Briggs (“Briggs”) against her former employer, Defendant Gary W. Waters (“Waters”), and, on the theory of successor liability, against Defen dants William O. Watson, in his official capacity as Sheriff of the City of Portsmouth, and the City of Portsmouth Sheriffs Office. 1 This matter comes before the court on motions for summary judgment filed by Waters and the Sheriff Defendants.
