SMITH, Chief Judge.
Plaintiff, The Dow Chemical Company (Dow), is seeking damages for patent infringement by the United States. This court held in favor of Dow on the issue of liability, Dow Chemical Company v. United States, 20 Cl.Ct. 628 (1990) (Dow I), as well as finding the United States’ license void ab initio, Dow Chemical Company v. United States, 32 Fed. Cl. 11 (1994) (Dow II). This opinion disposes of the sole remaining issue: the calculation of a “reasonable rate oí royalty” owed to Dow as the result of the government’s infringement.
