This matter is before the court on petitioner’s motion for review of a decision dismissing a petition under the National Childhood Vaccine Injury Act of 1986, 42 U.S.C. §§ 300aa-l to 300aa-34 (1988 & Supp. IV 1993), also codified as amended at 42 U.S.CA §§ 300aa-1 to 300aa-34 (West 1991 & Supp.1994) (the “Vaccine Act”).
