INTRODUCTION
Petitioner, Patricia Lynn Johnson, seeks review of the Special Master’s Decision denying her compensation under the National Vaccine Injury Compensation Program. 42 U.S.C. § 300aa-10 et seq. (1988 & Supp. V 1993) (“Vaccine Act”). Under this program, individuals who have suffered injuries caused by certain vaccines may obtain compensation for their injuries in the United States Court of Federal Claims.
