MEMORANDUM OPINION

WILLIAMS, District Judge.

Yehuda Menachem (“Petitioner”) petitions this Court to hold that Lisa Fryd-man-Menachem (“Respondent”) has “wrongfully retained” the couple’s children within the meaning of the Hague Convention on the Civil Aspects of International Child Abduction (“Hague Convention” or “Convention”).
