The plaintiffs, Barbara Pine and Lawrence Dowler, appeal from the judgment of the trial court dismissing their administrative appeal from the decision of the defendant state department of public health, upholding the denial of the plaintiffs’ application to reconstruct their existing dwelling by the defendant health department of the town of Guilford.
