MEMORANDUM OPINION

WALTON, District Judge.

College Sports Council (“the plaintiff’) brings this action against the United States of America, the Government Accountability Office (“GAO”), the Comptroller General, and multiple GAO employees (collectively “the defendants”), 1 seeking declaratory and injunctive relief for “material misstatements” allegedly made in a 2001 GAO report to Congress concerning the opportunities for men’s and women’s participation in intercollegiate athletics.
