MEMORANDUM OPINION

The plaintiff, Lamont Andre Young, alleges that the defendants, the District of Columbia and D.C. Metropolitan Police Department (“MPD”) Officer Thurman Powell, violated the plaintiffs constitutional and common law rights when, in 2013, MPD Officers stopped the plaintiff, shot him in the back, and then restrained him with shackles and a belly chain during hospital treatment.
