Before the Court is defendants' motions to dismiss. ECF Nos. 17 and 25. Upon consideration of the pleadings and the applicable law, the Court GRANTS in part-as to Counts 1, 2, and 5-and declines to *446exercise jurisdiction over the remaining claims-Counts 3 and 4. For the reasons listed below, the Court DISMISSES Counts 1, 2 and 5, and REMANDS the remainder of the case to the Superior Court of the District of Columbia.
