Plaintiffs Jacques Miango, Andre Ngo-ma, Matala Kayaya, and Ouwo Likutu, allege that they were beaten by security forces of the Democratic Republic of the Congo (“DRC”) when they staged a protest across the street from the Washington, D.C. hotel where the DRC President and his delegation were staying.
