Plaintiff Professional Fire Fighters, Inc., is incorporated under the laws of the State of California, and is chartered by the International Association of Fire Fighters, AFL-CIO, as Local 748, with its principal place of business within the City of Los Angeles, and is one of several unions with a membership among the employees of the Los Angeles Fire Department.
