UNDERHILL, District Judge.

This is an action seeking attorneys’ fees and costs incurred during administrative proceedings under the Individuals With Disabilities Education Act (“IDEA”), 20 U.S.C. §§ 1415, et seq. Those proceedings were held at the request of the plaintiff parents to challenge the special education program offered to their child by the defendant, Stratford Board of Education (the “Board”).
