Presently before the court are cross-motions for partial summary judgment. The City of Portland (“Plaintiff’) asks the court to find that defendants the Boeing Company (“Boeing”) and Cascade Corporation (“Cascade”) collectively (“Defendants”) are liable parties under the Comprehensive Environmental Responsibility, Compensation and Liability Act (42 U.S.C. § 9601 et seq.)
