Cline, Judge:

These are protests against the collectors’ assessments of duty on merchandise described in the invoices as “cocoa residue” at three-tenths of 1 cent per pound under paragraph 730 of the Tariff Act of 1930, as vegetable oil cake, not specially provided for. It is claimed in both protests that the merchandise is properly dutiable as waste at 7}{ per centum ad valorem under paragraph 1555, as modified by the trade agreement with Canada, T.
