LAGUEUX, Senior District Judge,
Plaintiffs, Richard, Nancy and Elizabeth Forest, present this Court with a multi-count complaint against two sets of defendants. The first set of defendants includes the Pawtucket Police Department, the City of Pawtucket, John Clarkson, Scott M. Feeley, George L. Kelly, III, William Ma-gill, and Dennis Smith (“the Pawtucket Defendants”). The second set of defendants includes Jeffrey T.
