This action comes before the court on plaintiffs’ and defendant-intervenors’ motions for judgment upon the agency re*849cord and for remand. The parties challenge the final results of the second and third administrative reviews by the United States Department of Commerce, International Trade Administration (“Commerce”), issued jointly in Brass Sheet and Strip from Sweden, 57 Fed.
