Appellant, Department of Human Services (DHS), appeals the order of the Van Burén County Circuit Court, reversing a finding of the agency’s administrative law judge (ALJ), who ruled that appellees, Ben and Sharon Bixler, were neglectful by fading to protect their chddren. The circuit court’s decision was .affirmed by the Arkansas Court of Appeals in Arkansas Dep’t of Human Servs. v. Bixler, 91 Ark. App. 277, 210 S.W.3d 135 (2005). This appeal is before us on petition for review pursuant to Ark. Sup. Ct. R. 2-4. We affirm the findings of the ALJ, and we reverse the circuit…
