St. Christopher Associates, L.P. (“St.Christopher”) sued the U.S. Department of Housing and Urban Development (“HUD”) for alleged violations of certain statutes, regulations, and agency guidance; for breach of contract; and for a taking in violation of the Fifth Amendment, because HUD failed to consider its request for a rent increase.
