LITTLETON, Judge.

These cases are now before the court on plaintiffs’ motions for summary judgments and defendant’s cross-motions for summary judgments. They were consolidated for hearing and decision inasmuch as they involve the same question of law.

The plaintiffs were civilian employees of the United States at the Mare Island, Boston and Philadelphia Naval Shipyards. They were each reduced in rank, grade and salary, which reductions were later set aside by decisions of the United States Civil Service Commission on the ground that such reductions violated the provisions of the Veterans’…
