Proceedings in mandamus, brought by the city of St. Paul, to compel defendant to construct and operate an extended line of street railway in said city, in compliance with ordinance No. 2905, approved May I, 1910, by which the common council, acting under *165section 18 of ordinance 1227, formally ordered the line constructed. Defendant interposed in defense, by way of answer: (1) That there was not public necessity for the construction of the new line,, and that the ordinance commanding it was therefore unauthorized and (2) facts tending to show that the action of the council in ordering the line…
