On September 20, 1889, the city of St. Paul passed Ordinance No. 1227, commonly known as the “General Electric Ordinance,” by which the defendant was authorized to construct and maintain on the streets of the city 16 different lines of street railway, all of which converged in or towards the central or business portion of the city.
