OPINION AND ORDER DISMISSING COMPLAINT

Based upon reasonable probabilities arising from the actual and practical realities of the business of banking, as contrasted to possibilities arising from theoretical postulates, this court, on review de novo in the manner directed by the Supreme Court in United States v.
