Ciba-Geigy Pharmaceuticals Division (Ciba) petitions for review of an order of the National Labor Relations Board finding that Ciba violated sections 8(a)(5) and (1) of the National Labor Relations Act, 29 U.S.C. §§ 158(a)(5), (1) (1976), by unilaterally modifying terms of a collective bargaining agreement and conditions of employment without bargaining with International *1122Chemical Workers Union, Local No. 9, and ordering Ciba to bargain on request.
