Defendant was convicted of engaging in and operating a used automobile dealer business in the city of Pontiac without having a license therefor, in violation of an ordinance. The provisions of interest are:

“Sec. 3. * * * The application (for license) shall be immediately referred by the city clerk to the city manager who shall cause an investigation to be made of the fitness of the applicant as to character.
