These are appeals from discovery orders directed to an aide to the President of the Puerto Rico Senate (appellant Juan B. Aponte) and an aide to the Governor of Puerto Rico (appellant Oscar Rodriguez). 709 F.Supp. 288 (D.P.R.1989). The underlying case involves a challenge to the constitutionality of a Puerto Rico statute setting up an insurers’ syndicate for underwriting medical malpractice insurance.
