Anthony Gray-Bey filed a petition for a writ of habeas corpus in the United States District Court for the Eastern District of Arkansas. The district court construed the petition as a successive petition filed without proper authorization from- the court of appeals and transferred the motion to this court to be considered as an application for leave to file a successive motion under 28 U.S.C. § 2255.
