W. EUGENE DAVIS, Circuit Judge:

Walt Shinault appeals the district court’s decision granting summary judgment and rejecting his claim under the Air Carrier Access Act. We affirm in part, reverse in part, and remand.

I

Shinault is a thirty-year-old quadriplegic from Jackson, Mississippi. As the 1989 National Easter Seals Adult Representative, Shinault traveled frequently to promote disability awareness and to raise money for Easter Seals.
