It will not be necessary for us to consider in this case as courts have been obliged to consider in many related cases, whether or not the common council had power to enact the ordinance in question. Since the revision in 1921 the power of a city with respect to its internal affairs is as broad as it is possible for the legisla*580ture to grant except in those cases where the legislature has placed restrictions thereon, and we find no such restriction placed upon the power of the common council to enact an ordinance of the kind in question.
