WALLACE, Circuit Judge:

The Blackfeet Indian Tribe (the Tribe) seeks review of a ruling by an administrative law judge (AU), adopted by the Secretary of Labor (the Secretary), dismissing as untimely the Tribe’s appeal from a decision requiring the Tribe to reimburse over $300,000 in grant money previously distributed to it under the Comprehensive Employment and Training Act (CETA), 92 Stat. 1909-2017 (1978) (formerly codified at 29 U.S.C. §§ 801-999 (Supp. V 1981)). The AU had jurisdiction to dismiss the appeal pursuant to CETA § 106(i)(2) (formerly codified at 29 U.S.C. § 8160(2)). We have…
