In this proceeding certain San Francisco restaurant operators seek a writ of mandamus to compel the California Employment Commission to vacate its decisions ordering the payment of unemployment insurance benefits to petitioners’ employees during July and August, 1941. Before that time the various local unions of the Hotel and Restaurant ' Employees’ International Alliance & Bartenders’ International League of America dealt only with individual employers.
