Creditor-Appellant Brattleboro Housing Authority (“BHA”) appeals the decision of the United States Bankruptcy Court for the District of Vermont (Brown, J.) declining to grant it certain pre-bankruptcy petition attorney’s fees and utility and repair charges as a condition to the assumption of a lease by Debtor-Appellee Melissa Parker (“Parker”) under Chapter 13 of Title 11 U.S.C.
