Proceeding pursuant to CPLR article 78 (initiated in this Court pursuant to Labor Law §§ 220 and 220-b) to review a determination of respondent which found that petitioner failed to pay prevailing wages and supplements.

In 1996, petitioner entered into a subcontract to provide masonry, glass unit masonry, cast stone materials and labor in connection with a State University Construction Fund project in the City of Syracuse, Onondaga County.
