SULLIVAN, Chief Judge:

During March of 1990, appellant was tried by a special court-martial consisting of officer members at Soesterberg Air Base in the Netherlands. In accordance with his conditional pleas of guilty, appellant was found guilty of failure to go to his appointed place of duty, in violation of Article 86, Uniform Code of Military Justice, 10 USC § 886 (Charge I).
