In May last the General Assembly passed, an act to establish a board of police commissioners for the city of Newport (Pub. Laws, cap. 804). It provided for the appointment by the governor, with the advice and consent of the senate, of three commissioners, who should be qualified electors of Newport, with terms of office of two, four, and six years.
