Plaintiff-appellant Margaret Figueroa, on behalf of all Aid to Families with Dependent Children (“AFDC”) recipients subject to offset of temporary disability insurance (“TDI”) benefits against AFDC benefits, timely appeals the district court’s order granting defendant’s and third-party defendant’s motions for summary judgment.
