MEMORANDUM OPINION

THOMAS F. HOGAN, District Judge.

Plaintiffs 1 brought this action against the United States to establish ultimate responsibility for the present unfunded liability of the District of Columbia Pension Plan. Defendant 2 has moved to dismiss this case, contending that this Court lacks jurisdiction under the Tucker Act, plaintiffs’ claims are not ripe for review, and plaintiffs fail to state a claim for relief.
