Plaintiffs Deacero S.A. de C.V. and Deacero USA, Inc. (collectively, “Deacero”) contest the Department of Commerce’s (“Commerce” or the “Department”) affirmative final determination of circumvention of the antidumping duty order on certain wire rod from Mexico.
