This is a congressional reference case filed with this court pursuant to Senate Resolution 182, 86th Congress, 1st session, directing us to submit a report on the nature and character of the demand as a claim, legal or equitable, against the United States and the amounts, if any, legally or equitably due.1 The petitioner seeks relief from certain losses which it sustained under a contract to produce mahogany lumber for the United States during the second world war.
