MEMORANDUM OPINION
QUACKENBUSH, District Judge.
The Yakima Indian Nation (Yakima Nation) brought this suit seeking a declarato ry judgment and injunction barring the defendants from taking or permitting any land use within the “Closed Area” which is contrary to the Amended Zoning Regulations of the Yakima Nation (Yakima Nation Code).
