I. INTRODUCTION
Aladino Rodriguez (“Rodriguez”), Kandy Rodriguez, and Linsey Moore (collectively “the plaintiffs”) filed the above-captioned suit against The Delaware Division of Family Services (“DFS”), Cindy Stevenson, Candice Charcow, Joelle Hitch, and Sheryl Nelson (collectively “the defendants”) on August 13, 2001, alleging violations of certain constitutional rights.
