Appellants, the owners and prospective owner of a 42-unit apartment building in the City of Santa Monica,1 appeal from a judgment upholding the city’s denial of their claim of a vested right to remove the apartments from the rental housing market by converting the apartments to condominiums, without obtaining a permit for such removal under Santa Monica’s rent control law.
