I. INTRODUCTION

Plaintiff Ekaterina Schoenefeld (“Plaintiff’) filed this action for equitable relief pursuant to 42 U.S.C. § 1983 in the Southern District of New York on April 1, 2008. See Complaint (Dkt. No. 1) ¶ 2.
